EU Unveils New Arctic Strategy Linking Climate Action, Security and Northern Communities

The European Union has set out a new strategy for the Arctic, placing the fast-warming region at the intersection of climate policy, security and economic development. The strategy, presented by the European Commission this week, is organised around four priorities: strengthening security and resilience, responding to climate change in the Arctic, prosperity, and opportunities for the people and communities who live there.
The Arctic is warming far faster than the global average, with melting sea ice opening shipping routes, exposing new resources and reshaping the strategic map. For Brussels, the region can no longer be treated as a remote environmental concern: it is a frontier where climate change, great-power competition and the rights of Indigenous communities all meet.

The new document maintains that the EU remains committed to keeping oil, coal and gas in the ground in the Arctic. However, it does not repeat a pledge from the previous strategy, issued in 2021, to work towards a multilateral legal obligation that would prevent any further hydrocarbon reserve development in the Arctic or in contiguous regions, or to avoid buying products from such developments. The quieter wording reflects a changed political landscape, in which European energy security has moved sharply up the agenda since Russia’s invasion of Ukraine.

Alongside the security and climate elements, the strategy emphasises prosperity and opportunity for Arctic residents, whose communities are on the front line of thawing permafrost, eroding coasts and shifting ecosystems. How the EU balances those promises โ protecting a fragile environment, supporting northern livelihoods and projecting strategic influence โ will be the real test of the strategy in the years ahead.
